Chamber Secretary
The Chamber Secretary plays a crucial role in ensuring the accurate and prompt production of Council and Committee meeting records, including minutes and agendas, as mandated by Section 137 of the Urban Councils Act. Additionally, the Chamber Secretary leads the department, comprising six sections, and is authorized to assume the duties of the Town Clerk in cases of absence, incapacitation, or inaction, as specified in the Urban Councils Act.
CENTRAL ADMINISTRATION DEPARTMENT
The Chamber Secretary is responsible for the production and distribution of minutes of the proceedings of Council and its Committees and agendas on time in terms of section 137 of the urban council act chapter29:15. The Chamber Secretary overseas the whole department which is made up of six sections. Whenever the Office of the Town Clerk is absent or incapacitated or fails to act , the Chamber Secretary will perform the functions of the Town Clerk as stipulated in the Urban Councils Act ( Chapter 29:15, Section 137(2)).

- Provision of secretarial and administrative services
- Enforcing compliance of Council by-laws.
- Promoting corporate governance.
- Provision of Civil protection and disaster management services.
- Preparing and distributing agendas and notices of mayoral functions, council or committee meetings; and
- Preparing and distributing minutes of the proceedings of Council and its committees.
- Follow up the implementation of Council resolutions.
- Preparation and review of Councilâs by-laws and regulations to keep abreast with contemporary laws and national policies.
- Provision of adequate security services to all Council departments through municipal police, fire and rescue services.
- Handling all the legal affairs of the Municipality.
- Maintenance of an efficient records management system for Council.
- Overseeing the total human resources functions such as recruitment, selection and placements as well as industrial relations.
